Risk management services provider Santa Maria & Company (SMC) has appointed a new chairman, two new hires and one promotion.

Randolph Tom joins the company as non-executive chairman of the board and will lead expansion efforts and drive new valued service to clients. He is the founder of Dynasty Capital Services, an advisor to multinational companies seeking to do business in China.

Also joining the company are George Luther as vice president of business development and construction specialist. He will oversee business development, construction risk management, and head the company’s IT internal development programs. Previously, he was an assistant vice president with Allied North America.

Mark Cartwright comes to SMC from Aon and is in the role of account executive responsible for risk management and customer service. Michael Borges, who has been a vice president with SMC for six years has been promoted to director of marketing with expanded new client development responsibilities.
